Good morning, Mike, and WELCOME ABOARD the Site!!!  I am sure you will find some helpful information here.  For starters, I've "reassigned" your post as its own "stand-alone" Thread with a new title.  This should give it more attention!  Once we have more information,  the Thread itself can be moved to a more appropriate sub-forum if necessary.  You will be notified if this happens.  Hopefully this info will help you get started.  Is your copy of his paperwork clear enough to have it scanned and posted on the Thread?   Enjoy the search.............
edited for typos.....

The 78th AAF Base Unit was the AACS (Army Airways Communications Service) Screening and Replacement Center.  Although it did earn a Meritorious Unit Commendation (not by any of the orders you cite), it never left Texas during the war (at Sheppard Field), so it seems likely that the 78th AAF BU was a unit he was assigned to for separation from the service.  His MOS as a CTO does match with assignment to an AACS unit.

If he was assigned to AACS units overseas, he must have served with more than one, because no AACS unit moved from the EAME Theater to the Asiatic Theater during the war.  AACS did have units in Brazil in 1943 (12th Communications Squadron and detachments).  I don't know if any part of Brazil was considered to be in the EAME Theater.
However, the Distinguished Unit Citation you mention was awarded by the India-China Wing, Air Transport Command, not AACS (most I-C Wing units were awarded a DUC for action in Dec 1943, the authority cited in AFP 900-2 is War Department General Order 18, 1944).

On the ancestry.com family hsitory website there is a shipping record, passenger manifest for the

USS General A W Greely transport, which docked in New York on 26 September 1945 having sailed from Calcutta.

Your fathers name Palmer, Forrest E B 37217594 S/Sgt shows up on that manifest with over 250 men who I ebelvie were under orders to Sheppard Field, Texas.  They are not listed as being with a unit as such, and at that stage in the war, they might just have been sailing as a group under orders to Sheppard Field.  The Greely has over 150 pages of names, about 15 names per page, so lots of men on board.

Information listed against him on the manifest is:
Arm or Service AC-2
MOS - 552 - (This is the Military occupation Speciallity for 'Control Tower Operator'

I'd be cautious to say that your dad sailed from Calcutta, but there is not evidence that he joined the ship in the Canal zone or something like that, so, he may well have served in the CBI - China Burma India.

I will email you the single page from the manifest.
